An ECI allows European citizens to submit a new legislative act to the European Commission on an issue under its jurisdiction. The submission can be made by at least 7 European citizens from at least 7 different Member States. Once the Commission has approved the registration of the Initiative, the promoters have to collect at least 1 million signatures in Europe, again with a minimum threshold of 7 countries. If the Initiative reaches the required consensus, the promoters can submit it to the representatives of the Commission and at a public hearing in the European Parliament. The Commission will then set out what action, if any, it intends to take and its reasons for doing so or not. Political rights are the key feature of any citizenship and the means to represent and extend other rights. However, European citizens can only vote and run in European and municipal elections in their country of residence - not without bureaucratic impediments and obstacles - but are excluded from regional and national elections and referenda. Today, European citizenship overcomes economy and freedom of movement. In a politically divided and contradictory Europe, European citizens are becoming more and more aware of the need to be represented and heard.
